The group, led by Turner & Townsend in partnership with WSP and NUVIA UK, will provide advisory services to guide the early-stage development and delivery of the programme, which aims to construct a first-of-a-kind SMR facility by the mid-2030s.

The SMR programme is central to the UK’s plans to increase its low-carbon energy capacity and reduce dependence on fossil fuels.

It is also expected to support long-term infrastructure investment, job creation, and energy security.

The consortium will provide programme-level support across strategic planning, governance, commercial strategy, project controls, and business case development.

This includes advising on regulatory and permissions processes, contributing to the creation of a new development company, and offering input on the full lifecycle of the project from construction through to decommissioning.

Alan Sinclair, Director and Head of Energy & Natural Resources, UK at Turner & Townsend, said:

“The Small Modular Reactor (SMR) Programme represents a transformative moment for the UK’s energy future. These projects will not only help generate clean, secure power, they will also unlock export potential and drive growth across the UK’s nuclear sector. Our appointment is a clear reflection of the depth and strength of our nuclear advisory expertise.”

The contract is initially for 12 months, with an option to extend for a further year.

Rachel Cook, Strategic Growth Director for Nuclear at WSP, added:

“Our breadth of reach-back expertise perfectly complements Turner & Townsend’s programme controls and NUVIA’s technical excellence. Together, we will help build truly clean, reliable power and cement Britain’s place at the forefront of next-generation reactor technology.”

Nicola Edson, Director of Technical Services and Consulting at NUVIA UK, said the company welcomed its role in the project:

“It’s clear that the UK is now embarking on an exciting new chapter for the sector, and it is truly a privilege for us to be part of that journey.”

The SMR initiative is one of the largest nuclear infrastructure programmes in the UK pipeline and will form a key part of the government’s long-term energy strategy.

The appointment of the advisory team signals a shift towards delivery readiness and construction planning for the UK’s next generation of nuclear technology.
