Yorkshire Dales adopts landmark planning policy for rural estates

The adoption of the Yorkshire Dales Local Plan has introduced a new planning policy recognising Rural Estate Plans as a material consideration in planning decisions, creating a new framework for landowners seeking to deliver long-term development across the National Park.

Adopted on 30 June 2026, the Local Plan will guide development across the Yorkshire Dales for the next 15 years and includes provision for 840 new homes by 2040.

The policy acknowledges the role of privately owned rural estates in supporting housing, employment and land management across the National Park, where an estimated 35% of land is under private estate ownership.

Under the new approach, estate owners can work with the Yorkshire Dales National Park Authority to prepare Rural Estate Plans covering the long-term management, diversification and development of their land and buildings. Once endorsed, these plans will become a material consideration when planning applications are determined.

The policy states: “Rural Estate Plans endorsed by the Authority will be a material consideration in the determination of proposals for the development of land and buildings covered by the Rural Estate Plan.”

Long-term planning for housing and rural diversification

The policy was developed with input from rural planning consultancy Rural Solutions.

Rob Hindle, Executive Director at Rural Solutions, said: “Estates make a vital contribution to rural communities – providing homes, jobs, economic benefit and landscape management, with many estates staying in the same family for generations with a strong sense of legacy and responsibility to the communities around them.

“Having played a key role in shaping this policy change, we’re delighted to see Rural Estate Plans recognised as a material planning consideration.

“This is a significant step forward for the Yorkshire Dales, giving estate owners greater confidence to invest in diversification, create new employment opportunities, deliver much-needed housing for local communities and develop sustainable tourism that supports the local economy. Ultimately, it provides a clearer framework for rural businesses to plan for the future, strengthen their resilience and unlock long-term economic growth across the Dales.”

Policy responds to rural economic pressures

The Local Plan has been introduced against a backdrop of changing agricultural policy, evolving land management requirements and ongoing housing affordability challenges across the National Park.

According to Rural Solutions, the new framework allows landowners to develop coordinated strategies that consider housing, employment, tourism and the reuse of existing buildings across entire estates rather than through individual planning applications.

Hindle added: “The new policy framework enables estates to respond strategically to these pressures by taking a long-term view on how to manage their land and buildings for the resilience of the estate and the communities that live and work within them.”

Diversification opportunities

The policy is expected to support proposals including tourism accommodation, visitor facilities, farm shops, event venues, employment space and outdoor recreation, alongside housing, where these form part of an approved Rural Estate Plan.

The introduction of Rural Estate Plans is intended to provide greater certainty for both landowners and planning authorities by encouraging long-term planning across rural estates while supporting sustainable development within the Yorkshire Dales National Park.
