Glenbrook selected to deliver affordable housing at Birley Fields, Hulme
Manchester City Council has appointed Glenbrook as the preferred developer to deliver a new 100% affordable residential neighbourhood at Birley Fields in Hulme. The selection follows early engagement with local residents and stakeholders to understand priorities for the site.
The proposed development will feature 293 affordable homes across a mix of tenures, including social rent, discounted/affordable rent, and affordable home ownership. Designs aim to respond to local need, with further refinements expected as public consultation and the planning process continue.
The project will use modern methods of construction (MMC) alongside a fabric-first, low-energy design. Technologies such as air source heat pumps and solar panels will contribute to a low‑carbon build, supporting Manchester’s net-zero ambitions.
Community and Green Infrastructure Integration
A key component of the scheme is the Birley Community Garden, a shared space providing informal play areas, growing plots, and communal activity zones.

Existing mature trees will be retained, and extensive planting will create ecological corridors to enhance biodiversity and improve the site’s green infrastructure.
The development is designed to be largely car-free, with improved walking and cycling routes connecting through the site. Ground-floor spaces will support local and independent organisations, reinforcing links with existing community businesses.
Construction Employment and Skills Pathways
The scheme is expected to create 71 full-time construction jobs, support 90 additional roles, and provide employment pathways into the construction sector for local young people through a Hulme bursary administered by Regeneration Brainery.
Jamie Sutton of Glenbrook said: “We’re excited by the opportunity at Birley Fields and delighted to continue our partnership with Manchester City Council as their selected development partner.
The essence of Hulme is one of resilience and community spirit – a part of our city that has helped shape modern British music, design, and identity. As a developer, we are acutely aware of the responsibility we hold in delivering such an important scheme, one that provides considered architecture and public realm whilst responding to the needs of the wider community.”
Cllr Bev Craig OBE, Leader of Manchester City Council, said: “The Birley Fields site has been an underused site for many years, so it’s great to see proposals emerging with the level of ambition and vision that is being developed, as well as a clear commitment to improving biodiversity across the site.
Importantly, genuinely affordable homes – including social rent homes – are at the heart of this scheme, including quality green spaces and opportunities for the local community to come together.”
Glenbrook will refine the emerging designs in consultation with local residents and stakeholders through a Community Engagement Collective, guiding proposals ahead of a formal planning application later this year. The development will maintain strong social value credentials, linking with local organisations including Sow the City for green space design and Venture Arts for creative contributions such as a mural.
