Downing funds £47.5m PBSA pipeline across Glasgow, Bristol and Manchester
Downing Property Finance has completed three purpose-built student accommodation (PBSA) funding deals worth approximately £47.5 million across Glasgow, Bristol and Manchester.
The agreements include development finance for a city centre conversion project in Glasgow, a new-build PBSA scheme in Bristol and a studio apartment development in Manchester.
The deals reflect continued lending activity across the UK student accommodation sector as developers progress schemes in key university cities despite ongoing cost and regulatory pressures.
Glasgow conversion project to provide postgraduate student accommodation
The Glasgow transaction involves a £12 million development loan for a city centre conversion scheme that will provide accommodation for postgraduate students attending the University of Glasgow.

According to Downing, the agreement highlights its ability to operate in Scotland under a similar lending structure to projects delivered in England.
In Bristol, Downing has agreed a £25 million development loan for a city centre PBSA project.
The lender said the funding structure was tailored to support the development through the Gateway 2 approval process introduced under the Building Safety Act, which applies to higher-risk residential buildings prior to construction.
Manchester student scheme targets 2027 university intake
The Manchester deal includes a £10.5 million lending facility structured to fund approximately 95% of total development costs.
The scheme will deliver 76 studio apartments and is expected to complete ahead of the September 2027 university intake.
The completed development is forecast to have a gross development value of around £20 million.
PBSA sector continues to attract development finance
Will Powell, Investment Director at Downing, said: “Downing remains committed to the PBSA sector, which, despite some recent slowdown, continues to perform as an asset class in the core university cities.

“Our focus remains on backing good quality sponsors on well-structured business plans, and I was delighted to close these transactions within April so that construction can commence in earnest.”
John Pollington, Investment Director at Downing, added: “We’re proud to support PBSA developers with a broad, flexible range of funding solutions, considering the client’s goals through every step of a process designed to be straightforward.
“We look forward to continuing to work with experienced partners to help bring high-quality schemes forward.”
The latest deals come amid continued investment in PBSA schemes across major UK university markets, with developers focusing on city-centre locations and specialist accommodation for growing student populations.
The sector continues to face increased scrutiny around fire safety, Gateway approvals and viability pressures, while demand for student accommodation remains strong in key regional cities.
