Cardo Group has been appointed as a delivery partner on L&Q’s £3 billion Major Works Investment Programme, a long-term housing maintenance and retrofit framework focused on building safety, decarbonisation and housing quality improvements.

The 15-year programme will deliver upgrades across L&Q’s housing stock to help homes meet the Decent Homes Standard while supporting wider requirements around fire safety and energy efficiency.

Cardo will carry out planned maintenance and retrofit works under the framework, with initial projects expected to focus on fire remediation works from 2026/27.

According to L&Q, more than 21,000 homes have already been improved through the programme to date.

“Their focus on resident experience and commitment to delivering high-quality works aligns closely with our values and our ambitions for the programme.

“I know they’ll play an important role in helping us deliver improvements to residents’ homes and communities.”

Social housing sector continues large-scale investment in refurbishment and compliance

The appointment reflects continued investment across the social housing sector in long-term asset management, retrofit delivery and regulatory compliance following increased scrutiny on housing quality and resident safety.

Liam Bevan, CEO at Cardo Group, said: “L&Q’s Major Works Investment Programme is a landmark investment and a real opportunity to improve the safety, comfort and environmental performance of residents’ homes and communities at scale.

“Cardo brings vast experience in delivering property services for housing providers, and we are looking forward to working closely with L&Q and its current partners to deliver improvements that residents can really feel.”

Cardo joins a wider group of delivery partners working across the programme as housing providers continue to scale up investment in planned maintenance, retrofit and fire safety projects across existing residential stock.
