Housebuilder Bargate has submitted an outline planning application for a 62-home development in Stubbington, Hampshire, including 40% affordable housing and more than one hectare of public open space.

The 3.7-hectare site is located west of Old Street, adjacent to Titchfield Haven Nature Reserve.

The proposals include 10% of the homes being designated for self-build or custom-build housing.

The scheme is being proposed on a site identified as contributing to Fareham Borough Council’s housing land supply, with the application set to be considered through the planning process.

62 homes proposed for Stubbington site

The mixed-tenure development would provide a range of open-market homes alongside affordable housing, with the affordable provision proposed for VIVID, a registered provider operating across southern England.

The homes would be designed to achieve high EPC ratings and are proposed to include photovoltaic solar panels, air source heat pumps and electric vehicle charging points.

The proposals have also been designed around the existing landscape, with advanced planting already undertaken across parts of the site.

More than one hectare is proposed as public open space, including a natural play area, rain gardens and drainage infrastructure.

Luke Vallins, Head of Planning at Bargate, said: “This application sets out our proposals for a landscape-led, unique development that will help to address local housing needs.

The demand for energy-efficient homes in Stubbington is fuelled by the desirable blend of coastal and countryside living, with convenient access to amenities.

“We have worked alongside Fareham Borough Council for the last seven years to bring this site forward as a sensitively designed development.

“The proposed number of homes has been reduced, boosting the landscaping provision with well over three times the required public open space. We have also drawn up a reconfigured road network and added ‘green links’.

“Our internal team and consultants will continue to work with officers, elected officials and stakeholders as this application progresses through the planning system.”

Affordable housing and public space included

The application proposes 40% affordable housing, alongside the 10% allocation for self-build and custom-build homes.

A new pedestrian access from Old Street is also proposed to serve the development and provide connectivity with the existing community.

The site is close to Hill Head Beach and Titchfield Haven Nature Reserve, with Stubbington located around four miles from Fareham.

The application follows Bargate’s Rivercross development in nearby Warsash, where 352 homes were delivered as part of a wider £128m scheme.

The Stubbington proposals will now progress through Fareham Borough Council’s planning process.
