Bargate has secured Reserved Matters planning approval from Wiltshire Council for a 25-home residential development in Whiteparish, enabling the housebuilder to progress the scheme towards construction.

The development, located on a 1.7-hectare site south of the A27 Romsey Road, received outline planning permission in 2024, with Reserved Matters submitted in November 2025. Construction is expected to begin in 2027.

The scheme will deliver a mix of one to five-bedroom homes, including open market properties, First Homes and affordable housing, with the affordable homes to be delivered in partnership with VIVID.

Construction to begin in 2027

Designed by Bargate and architect KSA, the development has been planned to reflect the character of Whiteparish, incorporating traditional red-brick elevations, bay windows and scalloped tile hanging.

Layout has been designed to reduce the visual impact of parked vehicles, with parking accommodated on individual plots, within garages and in small grouped areas.

Mark White, Managing Director at Bargate, said: “The Bargate design team, alongside our architect KSA, have worked tirelessly to design a high-quality and well-designed scheme to complement this pretty village while delivering much-needed homes for a range of buyers.

“We are particularly pleased to be delivering affordable homes and First Homes, which will allow couples and families to remain in the village, alongside a range of open market properties.

“New parkland, footpaths and play areas will be created for the whole community to enjoy.

“We are also grateful to secure another planning consent via delegated powers, highlighting the quality of the submission and our positive discussions with Wiltshire Council throughout the planning process. We now look forward to commencing this site and seeing our proposals take shape.”

Energy-efficient homes and sustainable design

All homes will incorporate low-carbon technologies, including solar photovoltaic panels, air source heat pumps, high levels of insulation and electric vehicle charging points.

Alongside the housing, the development will include almost two acres of public parkland, featuring a children’s play area, wildflower planting and sustainable drainage systems (SuDS) designed to enhance biodiversity and manage surface water.

An extensive network of footpaths will also connect the development with nearby countryside routes towards West Dean and the New Forest.

Mixed-tenure scheme for Whiteparish

Located between Salisbury and Romsey, the development forms part of Bargate’s wider residential pipeline across southern England.

The completed scheme will provide a mix of private and affordable housing alongside new green infrastructure, with site mobilisation and pre-construction activities expected to begin ahead of a 2027 construction start.
